A once-in-a-generation investment in rural health
For decades, rural health systems and providers have operated with fewer resources, thinner margins, and less access to the technology that urban health systems take for granted. That's not a new story. What is new is that the federal government is investing $50 billion to change it.
The Rural Health Transformation (RHT) Program allocates $10 billion per year from 2026 through 2030 to help states reimagine how rural healthcare is delivered, accessed, and sustained. That's not a grant program. That's a structural shift.
And we intend to be part of it.
Why we joined the RHT Alliance
WebMD Ignite recently joined the Rural Health Transformation Alliance — a growing network of technology and services organizations united around a single mission: helping rural health systems and providers translate federal funding into real, measurable outcomes for patients and communities.
We joined because the challenge the Alliance is addressing is the same challenge we built HEART to solve. Rural communities continue to face poorer health outcomes driven by provider shortages, geographic barriers, limited behavioral health access, and persistent resource constraints. When a rural care provider is navigating a once-in-a-generation funding opportunity, the last thing they should be doing is starting from scratch to find vetted implementation partners. The Alliance removes that friction — and positions organizations to move from award to outcomes faster.
What we're bringing to the table: HEART
HEART (Health Education and Access for Rural Transformation) is WebMD Ignite's purpose-built, shovel-ready solution for RHT-funded programs. It delivers scalable, technology-driven health education that meets patients and caregivers where they are, without adding complexity for care teams or IT departments.
Here's what that looks like in practice:
Clinically trusted content at scale. HEART provides access to the nation's largest clinically reviewed, multilingual content collection — URAC-accredited and NCQA-certified — spanning prevention, chronic disease management, maternal health, and behavioral health.
Rapid deployment. Even organizations with limited IT capacity can be up and running in weeks. Turnkey EHR integrations, APIs, FHIR connections, and care management workflows require no custom development.
Education across the entire care journey. From pre-visit to discharge to remote care, HEART activates education at every touchpoint, helping patients and caregivers build understanding, confidence, and self-care skills that stick.
Sustained activation. HEART extends engagement before, during, and beyond episodic encounters through coordinated education, assessments, and outreach that keep patients connected and actively participating in their own care.
Built-in measurement. Out-of-the-box analytics track clinician usage, content adoption, and consumer engagement, directly supporting the accountability and outcomes reporting that CMS RHT programs require.
This isn't a solution we built for RHT. It's a solution that RHT was built for.
What this means for rural health systems and providers right now
States are moving from planning to execution. Year 1 strategies are taking shape, and the focus is rapidly shifting to implementation. Systems and providers that haven't identified implementation partners aligned to state-specific RHT priorities are already behind the curve.
A few things worth knowing:
The timeline is short. Accessing RHT Program funding requires matching your initiatives to state priorities and demonstrating implementation readiness. That requires aligned partners and a clear path to execution.
Patient engagement is central to transformation. Across virtually every state RHT initiative, improving health outcomes at the community level requires sustained patient engagement: giving them the education and tools to drive behavior change between visits. That's exactly what HEART delivers.
Coordination beats going it alone. The RHT Alliance now covers more than 80% of state RHT opportunities, with 18 members providing comprehensive coverage across all five CMS RHT Program core aims. For rural systems and care providers, that's a single access point to a vetted ecosystem (rather than months of vendor evaluation in an unfamiliar funding landscape).
Our commitment
WebMD Ignite is helping rural health systems and providers move from RHT planning to measurable execution.
